Water at the Roots of Twenty First Centurys Conflicts
According to a postulate made by Ignacio Ramonet ecological resources are deemed to constitute the main cause of this new century. Water as a source of scourge concerns: oceans and seas on the one hand (that's over 71 of the globe surface) and access to potable water (underground reserve and rivers) on the other hand. Over the years, water has gradually become a stake at many levels Water: an economic stake Water without any single doubt constitutes a consumption goods and surely the most consumed due to its various uses: drinking, irrigation, cleaning, provision of energy?) Water also constitutes a reserve of other resources such as fish, and other aquatic animals, a number of minerals among which oil and its derived products. The sensitive character of water and its scarcity have made water to become as other scarce values or resources a potential and often effective source of profits for individuals, organisations, and industries? Water as a political or strategic resource In the domain of politics and strategy, water more than any other geographic element and relief elements (mountains, gaps, climates?) could become a decisive tool in a given circumstance. By controlling access to certain passages and thereof to certain goods a protagonist through the possession of channels, springs, lakes?can hurt an opponent. A historical perspective reminds us of waters and water having been decisive in the course of conflicts. During World War II under sea war made a noticeable progress with enormous advantages given to the allied forces. During Cold War sea and its bottoms contributed to the race to sophisticated weapons as the super powers used them to test and move safely new weapons. The American hegemony and strengthened capacity to move a conflict and win in another country has a lot to do with their mastering of an important surface of oceans and the capacity to move a huge number of weapons through planes-carrier. The effective imposition of an embargo and the possibility to render such a measure effective also owes a tool to water namely control of channels, harbours and seaports. Tensions and cooperation over the issue of sharing of water concerns a number of scales: territorial (basin authority, state and municipalities) temporal (present and future generations) new actors have also gained right to participate to such talks: the private sector, individuals and non governmental organisations.) According to United Nations, more than 20°/° of the World population lacks water, such a figure could reach 30°/° by the year 2025 and by then 50 countries would be concerned. The scarcity of water is owing to many factors: waste, pollution and over exploitation of underground reserves. As concerns pollution, the Amazon and Congo rivers are considered as the remaining safe rivers while Ganges and Euphrates are their perfect opposites. The increasing industrialisation of emerging countries constitutes a multiplying factor of pollution. Temptations to produce at reduced costs have often led to less concern for pollution of soils and rivers. O.Diallo states that, certain actors could artificially maintain tensions over water resources, since certain rivers flowing in a given region may have other uses such as the drawing of boundaries among sovereign states. In this sense he added that certain factors expose developing more to conflicts and tensions due to the sharing of water. These are: "the absence of conventions and rules governing certain rivers, the non existence or the weak implementation of texts and rules regulating the management of water among states, sector management policies not taking into account the whole of actors and the absence of technical knowledge on rivers" The ^problem of access to potable water amplifies every day: the World population has tripled in a century while the global consumption of water was multiplied by 6. Lakes, springs and underground reserves of water are more and more polluted. In these conditions water has normally become a political tool. Nile, Egypt is tributary is equally shared by 10 other countries among which the poorest and most dry of world. But Egypt denies Ethiopia the right to perform necessary works to also get advantage of Nile for irrigation, provision of energy? This, while Egypt has build a dam at Aswan that causes harms to other countries as the level, course and bottoms of Nile are not spared. Since the 6 Days War, 67°/° OF Israeli provision of water is from the West Bank, Gaza Strip and Jordan affluent. Though a Peace Treaty passed with King Hussein of Jordan in 1994 solved the problem for that kingdom, the issue remains entire as concerns Syria and Lebanon. In January 2000, talks between Israel and Lebanon rendered obvious the stake an Israeli retreat from Golan Heights could represent. If such a thing had happened Syria would have been empowered with the control of the level of waters in the Tiberiades Lake. Another risky situation is that of Lake Chad and neighbouring countries. The dryness of the lake could eventually lead to border disputes and other disputes owing to access to water and other related resources such as fish. WAY OUT TO THIS SITUATION I. UNITED NATIONS AT WORK The issue of water has constituted a cornerstone of the activity of United Nations. Since the organisation aims at preventing and solving conflicts. United Nations organised a series of for a and conferences on water * The United Nations Conference on Water (1977) * The International Conference on Environment and Water (1992)The International Decade of Potable Water and Sanitation (1981-1990)The activities of United Nations system are geared at the exploitation of the fragile resources rendered scarce by pollution, demographic growth, and the growing needs of the new industries. In 1958, 4 conventions of UN were signed by 40 states. This conventions concerned access to international waters, territorial or national part of seas, biological resources and continental heights. The emergence of newly independent countries a few years later led UN to reform the 1958 Convention so as to give a share to other countries on account of the sovereign equality of states. The Montego Bay signed by 119 states on 10th December 182 consecrated this new order. A new order United States and United Kingdom never accepted. II. REGIONAL ATTEMPTS Solutions are also arising at the regional level to prevent and face the water crisis. In October 2002, Jose Eduardo Dos Santos acting in the capacity of president of South African Development Community (SADC), recalled the necessity of an enhanced policy concerning water resources through the implementation of a "regional strategic plan of action for an integrated management of water resources". This is among SAD regional initiative for the management of waters (SADC Water Protocol) that entered into force in 1998. The neighbouring countries to major rivers have constituted into basin authorities (Mano River, Niger, Congo, Lake Chad?) Though considered among the wet regions on Earth, central Africa is not spared by the problems of water. An International Conference held in Yaounde in 2003, attended by countries members of the Lake Chad Basin Authority (CBLT). A meeting that quickly turned into a crisis meeting to solve the reduction of water in the lake. Unfortunately, an initiative to transfer water from Oubangui could not come out. It should be noted that in less than 30 years Lake Chad passed from 300 square meters to a mere 25 square meters. The Niger Basin Authority also held an important meeting in Paris the 26th and 2 7th of April 2004. The meeting came out with a declaration called the Paris Declaration. Principles for " a sustainable and shared development of the basin" were adopted. Coordinated efforts seems to be the sole solution for a population of World called to turn the concept of sustainable development into practice WATER AT THE ROOTS OF CRISES OF TWENTY FIRST CENTURY Bagneki Hugues Olivie is a graduate of political science and public adminitration from the university of Buea in Cameroon - currently following a master's programme. Emminent Domain May Hit Close to Home IN A DAY AND AGE where one voice screaming among thousands can have Christian monuments removed from public buildings and development projects shut down for the benefit of an endangered weed, we have the Supreme Court issuing a ruling in June to set the record straight for the majority. However, this ruling comes at the dismay of individual landowners across America, and threatens to further undermine the American privilege of individual ownership. Tax Dollars and Transparency of Government Agencies As we watch fewer Americans voting it is no wonder why, they have lost faith in their government. Why can't we as citizens who own our government demand equal and/or reasonable compliance with our tax dollars? Why can't we demand the same from government as they enforce on our corporations? Why can't government clean it's act up and stop flushing our monies down the toilets? No wonder so many government workers wanted to install two more Johns in the white house during our last election; they obviously believe no one is watching and need more toilets to flush our money down in DC? Can you imagine for one minute the Government trying to comply with Sarbaines Oxley? They would crumble, stagnate and become even more ineffective than they already are. How Does the US Congress Really Work? Many people do not understand politics very well. They often blast their Congress Person for this, that and the other thing. You are probably one of them; no worries you are not alone as a matter of fact if you watch enough TV you will blast and condemn all our leadership figures. What might be beneficial to your understanding before you start point fingers at the politicians, is to better understand human nature, inner workings of clubs and groups and the human and primate innateness and genetic make up of politics. Before you turn to accuse me of judging our politicians as a bunch of no good apes or their chimpanzee cousins there is a book you should read. It is also available on audiotape if you do not like to read anything longer than a one-page article. Or you can simply take my word for it? The book is called: An Introduction to the Connecticut State Budget for 2004-2005 The Connecticut Conference of Municipalities (CCM) is interested in the state's budgetary health, so that the conference can estimate how much money the state will transfer to local towns and municipalities. To determine the fiscal health of any state, the first place to examine is expenditures on prescription drugs for the state's Medicaid program. Rising prescription drug costs are the single most important explanatory factor for the increases in health care costs, health insurance premiums across the country, and state budget deficits. Connecticut is no exception. Sarbanes-Oxley Reality Check on Bureaucracy There is no doubt in hindsight that Sarbanes Oxley was a mistake as we watch the blob of bureaucracy move into the private sector. There is no doubt that Sarbanes Oxley's real costs have been passed onto the consumer and citizen like a giant tax increase of Boston Tea proportions. Many people wonder if Senator Sarbanes and Oxley should be brought up on charges of treason. Absolutely they should. Many people wonder if death by hanging is too harsh? Of course it is not. End Time Clock Ticking Away? Earlier this month, I heard President George W. Bush and Mahmoud Abbas, the Prime Minister of the Palestinians speaking of another Peace Treaty with Israel. President Bush spoke about the boarder security of the two countries: Israel and Palestine. Abbas of course, spoke of achieving final peace between the two nations. Upon hearing these two heads of state speak, I remembered what the Bible stated in 1st Thessalonians Chapter 5: Verse 3: "When you hear them say peace and safety then sudden destruction cometh upon them." Lost and Found in Gaza The evacuation of Gaza is now completed, and the world has been watching closely. As a proud member of the Jewish People, I have nothing but admiration for the soldiers of the Israel Defense Forces, for the humane way they carried out this most difficult military assignment. Most soldiers train to fight against their enemies; the Israeli army was specially trained to evacuate their own families, friends, and sometimes even their own rabbis and teachers. In fact, there was nothing easy about this assignment; according to the NY Times, an Arab reporter on the scene asked his anchor in Dubai, "Did you see the soldiers crying?" Yes, we all saw the soldiers crying and anyone with a heart and soul had to be moved by their compassion coupled with their calm discipline under exceedingly trying conditions. More tears were shed than blood, and that speaks volumes about the talent and the humanity of the Israeli Defense Forces. So How Far Have We Come? Here are some of the 2001 Anti Terrorist Projects An article in Information Week in January 14, 2002 discussed an interesting subject of tracking terrorists. It talked about tracing of spending by Terrorists. Things like airlines, car rentals, hotels, credit cards, telephones, banks, etc. and the vast software available. It talked in detail, I mean real detail about the ACL Services LTD. Software consultants and forensic accountants. I thought to my self after reviewing all the data and information on the Internet about NetMap, which also runs SQL and the i2 INC. software. Fury and Sound as GM Seeds Abound We have all heard of the huge debates surrounding genetically modified crops. Yet we also have all seen the advertising to sponsor a child in the third world. Now the GM crop debate has erupted on other continents and smaller groups are raising cane. In Brazil in particular has some harsh words on the issue from at least one critic. Government Regulation Helps People Well the title is absolute Bull Crap, but this article is correct. Government regulation kills people. It destroys free enterprise. It causes people to have to work harder and get less. It inhibits competition and therefore raises prices. It prevents consumer choice. It stifles innovation. It causes a minutia piling effect and requires more justification of further laws to define the ones already written. Government regulations are like a drug once they take the first puff or shoot up, it is all over. Is George Bush Two-Faced? Yes, Bush is two-faced. The two sides of the faces are total opposites. His personal left side shows he is happy and relaxed. The Organization for Economic Cooperation and Development issued a report Monday that pointed out that even though the US proposals will yield a system that reaches the poor in a more redistributive way than many other countries, the average pay outs of the government pensions are rather low at around 51% of a retiree's previously earned salary as compared to over 70% in other OECD countries. Where have all the Heroes gone America is filled with standouts and perserverance; our nation has a rich heritage of strength and honor. We have so many heroes in our short 200 years of history it is hard to keep them all straight. Think of your favorite hero. So are many other great Americans. I can think of so many. Can you? How about the heroes of the past decade; what are their names? Can you name ten? Name them. If you cannot can you; you proved my point. As we have approached sameness and liberal views of; we are all equal; I challenge you to name these people, and we all admit there are heroes amongst us right? Suicide Prevention in Prisons Prison guards and corrections professionals are hard at work insuring that suicides do not take place. They have special attire, suits, straps, rubber rooms and event blankets, which cannot be tied in knots. Those who are believed to be a risk of suicide are checked on every 15 minutes. But it is nearly impossible to completely prevent suicide. The Suicide Prevention Resource Center (SPRC) supports suicide prevention with some science, skills and practice. Is the auto industry, which is the state's manufacturing rock really in jeopardy. Are the Unions really killing the manufacturing sector causing off shoring of American jobs? Let me offer an alternative view of the situation from an Ayn Rand perspective. Yes the manufacturing sector took hits from steel prices, unions, power costs, sector rotations in the auto industry as well as over seas and NAFTA competition. But the biggest problem of all is none of those things. Not a single one could kill off an industry that sells on average of 15-18 million cars per year. One must look at other factors as well. Also out in full force is our wonderful OSHA Agency due to strong union and the online complaint system. Workers We have read about the unemployment rate being high. Really anything around six percent is pretty good and it is less than that now according to the statistics, but some politicians say it is terrible and others say it is reasonable. It depends upon which side of the isle you sit. An Overlooked Plan for Bush, Kerry, Democrats, Republicans, and Healthcare Costs In an effort to assist our political leadership it would be wise to have a simple solution to a life threatening problem. The much talked about Medicare Medication benefits are going to waste if the medications are not taken properly. Since this month of October is "Talk About Prescriptions" we should recognize some basic facts. There are multiple steps available that will benefit all consumers of healthcare. (Aside from obvious unmet steps for physical activity such as of walking). Watergate Scandal On June 16, 1972, a security guard at the Watergate Hotel in Washington , D.C. , discovered a piece of tape on the lock of the door that led to the National Democratic Headquarters.
