Bureaucracy in Peru!
This article is from the pen of a New Zealander currently living in Lima, Peru. I have never experienced anything like this! This is not the first developing country I have ever lived in, The situation here is chaotic and that is being kind! Lesson # 1. In Peru you must wait, don't expect anything in a hurry! You will wait in line to enter the Hospital to visit your loved-ones, make sure you have the required documents that the hospital security demands or you will be refused entry. I have seen first hand a man in a wheelchair turn up for treatment only to be refused entry. The man's relative had to go to the security station and summon a hospital nurse to persuade the officer to allow entry for treatment! Lesson # 2. In Peru you must accept the word No! Lets go to the Italian Institute of Culture. It's 7:30am Monday Morning and you are in the line. You are number 12 by your calculation, that's good as there are only twenty tickets given out! A Security officer appears and tells everyone that no one is in attendance today, come back tomorrow. There is No ADMITTANCE TODAY, never mind that you have been waiting in line since 5:00am! This goes on day after day. Monday, Tuesday and Wednesday the three mornings of attendance! Lesson # 3. In Peru be prepared to pay bribes! You are at immigration; you arrive at 10:am in the morning. You are in the line to revalidate your passport. The security officer approaches, checks your form is filled out correctly, that you have all the photocopies required and of course your passport and D.N.I (national identity card). Then he offers you his service, "Want to skip the line and go straight to the bank to pay for your revalidation, only ten soles". This will save you thirty minutes to an hour of wait time. So you take the offer. Now that you have paid your revalidation fee, you find yourself in the line to get your photo taken. Another security officer approaches, Then surprise, surprise he offers you his service, "Want to skip the line and go straight to get your photo taken, only ten soles" This will save you another one to two hours of wait time! So you take the offer and get your photo taken. Then you proceed to hand everything in and wait the hour for processing! All done in two hours and it could have taken four to five hours! Lesson # 4. Take all information with a grain of salt! I am sure that the Government departments change the rules every day just to add to the confusion! When a Government employee gives you miss-information you have no right for review. The Department is always right even when it is wrong! Don't expect any compassion, understanding or apology here! Lesson # 5. You must pay with your money and your time! Obtaining a single certificate, Police certificate, Judicial Certificate etc, will cost up to fifty soles for each certificate and then there are the legalisation stamps from the various departments. Each stamp will cost you up to fifty soles and some certificates will require three or four of these! OK, you apply for your certificate, then go to the Bank of the Nation to pay for it. You won't find a cashier at any Government Department! Then you go back with your bank receipt. Your certificate will be ready for pick up in the next day or two! Once you obtain your certificate it will take around a week to get it stamped. You have to visit each stamping department and this kills your time and is very frustrating! Remember that Government Departments only receive on a part-time basis! In Summary. Peru has a lot of nice people; their democracy does not promote civil liberties, but rather controls how things are done. This is a poor nation; A large part of this has to do with the Government and its corruption. Ministers constantly say there is no money for this need or that need. The reason for this is simple; Government officials are busy lining their own pockets with public money! The Peruvian Government maintains the nations level of poverty very well. I believe that if the Government cleaned up its act, Peru could and would do a lot better. Peru has a lot to offer the world, If only the Government would play an active and appropriate part! Why should the poor have to suffer? THIS IS NOT THEIR FAULT! DOES ANY WANT TO START A REVOLUTION? About The Author The Author is Alan Woods. African Masks The Art of Creation With western eyes we tend to view a tribal mask as a piece of fantastic sculpture. It is a decorative object to be displayed and enjoyed as a work of art. A piece of art that allows us to touch the world of the other, which we vaguely understand. Yet for the people who created it, it is a living object that possesses specific powers. Native American Art Thunderbird The thunderbird has been one of the most dominant icons in Native American art and legends. In fact, the concept of the thunderbird has been so popular that it has been used in the non-Native world to name a classic automobile, liquor, a 1960's children's adventure television show (and subsequent recent movie), a US Air Force squadron and is referenced in pop music (remember the word 't-bird' in 1950's rock and roll?). The thunderbird is one of the few cross-cultural characters in Native American mythology since it is found in legends of Pacific Northwest, Plains, and Northeastern tribes. Precious Stones v.s. Semi-Precious Stones Stones have been worn by both women and men since prehistoric times. Just as in the jewelry of modern times, beautiful stones, rare and colorful, are most often the dominant feature of a piece with a metallic setting for ornamentation. Welcome to the Mind Revolution: An Introduction to the Philosophy of Living Between the Points What does it mean to live "between the points?" What are the points? Are they science and religion? Are they conservative and liberal? Are they men and women? Are they childhood and old age? Are they intellectual and physical? Are they quantum physics and cosmology? Are they Freud and Jung? Michael Jacksons Latest Album Has Flopped One month after being cleared of sex assault charges, Michael Jackson's latest album, The Essential Michael Jackson, has flopped. In the first week of its release only 8000 copies were sold. At this pace it will take nearly one hundred years to equal his most popular album, Thriller, which has sold 40 million copies. Jackson may have been cleared of all charges, but his fans aren't buying his product. Is this a portent of things to come? Let's look at some of the reasons why Michael Jackson may be long "past peak" when it comes to entertaining in the US. The Wandle Trail - Announced Regeneration Project The River Wandle is sourced from the North Downs above Croydon, surfacing now in Waddon, running west until it meets the secondary source in Carshalton, then via Hackbridge Mitcham, Ravensbury St Helier Morden Wimbledon Colliers Wood, Summerstown and Wandsworth to the Thames passing through the London Boroughs of Croydon Sutton, Merton, and Wandsworth. Synchronized Swimming, Dolphin Cognition and Visualization As humans become more technologically advanced and are able to see our environments from the outside looking in, we gather insight to our 3D space that we normally would not be able to do, these leaps in understanding which leads to increased technological advances appears to be increased due to such abilities. We have been able to increase our understanding of our total world and space through sea exploration, aircraft observation and space flight. Creating a Virtual Art Gallery To the online artist, it might seem a paradox, at first glance, to hear a recommendation to hold back work. The artist on the Internet often overproduces and displays their entire body of work. In essence, by placing it for casual viewing, known as "shopping" the work, devalues its worth by defying the Law of Supply and Demand. Astrologers Just Plain Stupid? We live at an interesting time of scientific knowledge. Scientists say that you cannot gain an advantage over the Casino, since the odds are stacked against you. Scientists also say that Astrology does not seem feasible, since it does not fit in with known scientific laws. However, it is estimated that approximately 100 million people in the world either follow Astrology or see that there is some truth in it. Gold Jewelry -The Rest of The Story Gold is one of the metals taken from the earth and is probably the first metal known to man. Its first use has been traced back to 3600 B. C. and was probably originally obtained in Egypt, as the ancient methods of obtaining gold in Egypt are illustrated in early rock carvings. It is said in the book of Genesis that Abraham, in the twentieth century B. C., when he went out of Egypt, was very rich not only in cattle but in gold and silver both in dust and ingots. In Exodus xxv, 29, we read that Moses was commanded by the Lord to make spoons of gold for the Tabernacle. In the writings of Homer, Sophocles, Herodotus, Pliny and others, gold is frequently mentioned. Astrology Refuted: They Should Have Seen It Coming A comedian once showed a newspaper to his audience. The headline read, "1-800 Astrology Business Goes Under: They Should Have Seen It Coming." Everyone laughed, including me. We chuckled at the irony of a real contradiction here. If such a business could provide the service they claim, then its owners should have succeeded where other businesses failed. In fact, if they really knew the future, they likely wouldn't bother with this business at all. They would simply raid the stock market with a perfect investing record. We all somewhat instinctively know this, even those of us who have never had the occasion to sit and think it through carefully. The Dazzling Beauty of the Shwedagon Paya The Shwedagon Paya is much more than just another temple. It is the cultural and religious heart of Myamar. Built on a small hill in central Yangon (Rangoon) the great golden dome rises almost 100m and dominates the city skyline. Rudyard Kipling was moved to call it "a golden mystery". Mars, the Mighty and Marvelous Martius, the month of March, is named after him. So is the fourth planet from the sun and a bar of chocolate, but we know him mainly as the god of war. A Short Biography on Some of Europes Most Loved and Hated Monarchs - Pt 1 Vlad Tepes (Dracula) Vlad Tepes or Dracula was born in 1431, in the fortress of Sighisoara, Romania. His father was the military governor of Transylvania and a member of the Order of the Dragon. The order was created in 1387 by the Holy Roman Emperor and his second wife, Barbara Cilli. Sun Tzu: The Art of War The Art of War is an ancient Chinese text on strategy and warfare written by a Sun Wu, a brilliant military general more than two thousand years ago. It is considered one of the oldest attempts at analyzing and documenting the specific components of strategic warfare, with wisdom that is as applicable today as it was thousands of years ago. Precious Stones -The Big Five: Part 1, The Emerald The emerald is probably the most rare of all precious stones and is considered by some to be even more valuable than the diamond. Compared with other precious stones the emerald in its occurrence in nature is unique, for it is found in the rock in which it was formed. Unlike diamonds, sapphires and rubies, it never occurs in gem gravels. The earliest known locality where emeralds were found was in Upper Egypt near the coast of the Red Sea. The best stones, however, are found in Columbia, South America. Fine specimens have also been found in the United States in North Carolina. |
