The water could also be semi DE-Ionized by way of magnets, chemicals, porcelin magnetic scramblers, etc. Any such device would streamline the water moving across the submarines outer surface slowing it down. One could even use a wetting agent like at a car wash or like the agricultural industry uses in just slight amounts. This technique could be used by torpedoes for speed.
